Parade Rules and Regulations
The parade is open to any registered student organization, department, alumni group or residence hall group/floor. There is a $10 non-refundable registration fee for each entry. All entries must be received and registration fees paid by January 16, 2008. Organizations may have multiple entries. Each entry may have one banner to identify the organization or group. Walking units are limited to 50 people.
Entries should reflect the Homecoming theme “Lights, Camera, AXEtion” and show NinerNation spirit! All entries should be in good taste and not make any reference to alcohol, drugs or other explicate or offensive behaviors.
Each organization will be required to appoint a Parade/Float Chairperson(s) whose responsibility it will be to ensure that all safety regulations are adhered to. There will be a mandatory meeting that the chairperson(s) must attend scheduled for Thursday January 17, 2008 at 3:30 pm in Cone Center 112.
The parade route is approximately 1.5 miles and will travel at approximately 5 miles per hour. The parade will be forward moving and there will be no place to stop and perform during the parade.
The parade will begin at 10:30am; all entries must report to the staging area (Parking lot 6) by 8am for inspections and line up. Floats or vehicles deemed unsafe by Parade Officials will not be allowed to participate. Parade officials will determine the order of the parade and assignments will be given the morning of the event at the line up. Parade Officials reserve the right to remove any units from the parade for safety compliance, inappropriate themes or decoration, the actions of the groups participates or the decisions of the Parade Officials.

Parade Safety Requirements
Purpose: To establish a set of safety requirements to assist in the safe construction and operation of parade floats.
Scope: This procedure applies to all members of the University community and others entering floats to be displayed during a parade.
General Safety Requirements: - To assure the proper coordination of administrative units providing services, all parades must be scheduled through the Conferences, Reservations & Event Services Office.
- The designated Float Chairperson of each organization participating in the parade shall be responsible for adherence to all safety regulations during construction and operation of the parade entry.
- All float drivers are required to have a valid driver’s license and insurance. Any vehicle larger than mini-van, pickup, or SUV used to tow a float, may require additional verification. Please contact Conferences, Reservations & Event Services if your vehicle may be questionable.
- The foundation for a tow float is typically a sturdy flat trailer bed with pneumatic wheels. All load supporting areas on the float should be of wood, steel, or other structurally competent materials (not cardboard). Wheels, tires, dollies, axles, bearings of adequate sizes and strength to support the total load of the float are required. Wheels and tires should be in good condition and vehicle brakes sufficient to stop the float when loaded. The authority having jurisdiction with the parade shall have the exclusive right to exclude unsafe vehicles.
- The float shall not have holes or hollow areas that might allow someone to fall through or sharp edges.
- An effort shall be made to utilize fire retardant decorations.
- No decoration may be placed on lights or around heating and electrical equipment.
- All float decorations shall be designed to allow the driver clear vision to the front and sides of the float or tow unit. If this cannot be accomplished a spotter with clear vision of these areas must accompany the float as a guide. Driver shall have also have view of or communication with float riders in the event of a problem on the float.
- No open flames or fire including smoking will be allowed on a float during the parade.
- At least one 5 pound ABC type fire extinguisher or greater must be provided on each float. Do not remove fire extinguishers from university facilities. An inexpensive fire extinguisher can be purchased at a department store.
- All riders must remain seated or, if standing have a secure handhold (railing, handle, etc.). No riders will be allowed on hoods, fenders, roofs, or side rails of any vehicle. Riders must remain on the float once the parade begins and at all times once the float is in motion.
- Throwing of items from the float is prohibited. Parade participants wishing to provide give-away should have walkers along the float to hand out the give-away.
- All floats will be subject to an inspection check for compliance with the float safety requirements prior to commencement of parade. The float safety checklist must be signed and in the possession of the driver at the start of the parade (See appendix A).
Jurisdiction: Any matter of safety not covered in these rules can be reviewed and required to be corrected by any member of the UNC Charlotte Safety & Environmental Health Office, Police & Public Safety, or Conference, Reservations & Event Services Office. Matters considered hazardous to the extent that they may pose a risk to the participants or public are to be corrected. Failure to correct the hazard identified can result in the removal of the float from the parade.
